IT at Kinnaur
 

In the district's NIC has been identified as a agency for IT and Computerisation of different Departments of Himachal Pradesh Government, therefore, most of computerisation efforts in the District Kinnaur are NIC driven. NIC is responsible for extending all type of Computer / IT support to the District administration as well as to all the Central and State government offices functioning within the District. NIC is acting as Computer Consultant in the District for the government departments. In addition to monitoring all the application packages that are operational, NIC is doing computerization of all possible areas of activity in IT Field. As the NIC has its own Gateway to internet, thus it is also providing Internet / Email services. At present NIC Kinnaur is providing following services to the various user / Departments.

NICNET Services: Telnet, FTP and Remote Login facilities for Data Transmissions between District to State and to Centre.
Internet Access: NIC Kinnaur is connected through a 2 MBPS Leased Line provided by BSNL and VSAT. Internet access is provided to D.C. Office, SP Office, DRDA Office and District Treasury Office through LAN and to post office Kinnaur through BSNL under DOP Project.
E-mail Service: The e-mail id's of all the District level officers are created on the NIC mail server. The e-mail ids are provided to DC, SP, Tehsil Election, PO DRDA, DRDA Office, CJM of the District court etc. to use the e-mail service of NIC.

Application Software Support
 

Standard Office Automation Software: These software are made available at the NIC Centre in the Local Area Network for carrying out routine office automation activities e.g. Word Processing, Electronics Spreadsheet, Electronic Mailing (E-mail) etc.

Customized Office Automation Software: These are the software developed by NIC Himachal Pradesh State Unit and District Units for specific type of office automation activities common to all the Departments e.g. Web Based Arms Licensing Software , Telephone Directory, References Monitoring System, Personnel Information System, eSamadhan, Departmental Budget MIS, Vehicles Expenditure Monitoring System etc.
 
Department Specific Software: These include Studying, Designing, Developing necessary Software and Implementing the computerised Management Information Systems for various Government Departments, as per the requirement of Database building for Planning, Controlling, Monitoring and/or Decision Support purposes. These exercises are taken-up as Projects by NIC, which may be sub-categorized further, as follows:

Centre Initiated Projects: These are the projects initiated at the NIC Headquarters level and coordinated by the State Units for implementation at State/District level. These projects also include advising the concerned user department for necessary Site preparations, coordinating hardware installation, implementation application software, imparting users training etc. Some of the major projects in this category are Himachal Pradesh High Courts, Himachal Pradesh Vidhan Sabha, District Courts, Postal Life Insurance, Nrega, IDSP etc. Some of these projects requires coordination for one time bulk data entry also e.g. SSI Census, Population Census, Agricultural Census, All India Educational Survey, Drinking Water Survey, Minor Irrigation Census, Co-Operative Statistics etc.. In some of such projects, the software received from the Centre is required to be tailored also as per the local demands.

State Initiated Projects: These are the projects in which the systems for computerization have been studied, designed, software developed and implemented entirely by the NIC Himachal Pradesh State Unit on the behest of the State Government. This category also includes the projects initiated Centrally but studied, designed and developed at the State level. In some of such projects, consultancy for hardware procurement, installation, Site preparation etc. has also been provided.
Some of the Departments for which the projects have been undertaken by NIC Himachal Pradesh are Finance, Planning, Excise & Taxation, Food & Supplies, Transport, Health, Welfare, Rural Development, Himachal Pradesh Secretariat, Land Records, State Consumer Commission, Secondary Education, District Treasuries, District Collectorate etc.

District Initiated Projects: These are the projects in which the systems for computerization have been studied, designed, software developed and implemented entirely by the NIC District Units on the behest of the District Administration and on the instruction of NIC Himachal Pradesh State Unit.

   
Technical Consultancy
 

NIC Kinnaur has also been extending various other consultancy services to the various departments of the district from time to time. NIC has also been functioning as the E-Governance wing of the Department of Information-Technology, Himachal Pradesh Government, therefore, advising the State Govt. Departments in working out the hardware/software requirements for their computerisation activities, and preparing detailed proposals there of etc.

Refnic (References Monitoring System Software)
   

This software is used for computerized monitoring of the movement of letters/or files in the sections/branches of the DC Office. The software covers all levels right from central diary to sections, branch officers and Deputy Commissioner. It is used for the diary and dispatch of letters/files and entry of the registered letter/parcels, couriers and speed post. It helps in reducing the number of registers maintained by the Central Diary and the concerned branches in keeping track of letters/files. The software provide means to monitor the efficiency of branches and dealing-hands in processing the letters received.

     
 

Schemes MIS
   

The DC offices receive various types of demands/proposals from Ministers, MLAs/MPs, Government. Offices, Panchayat etc. requesting financial assistance for developmental works. In order to sanction money for these proposals (which are called the Schemes when sanctioned) judiciously under various developmental heads, help of this software is taken. The physical & financial progress of the sanctioned Schemes is also monitored through this S/W till the scheme is fully implemented. Various query/print reports built in the Software helps in better monitoring. The software has helped a lot the district administration in sanctioning and monitoring the progress of each scheme and also to know the financial position in various heads, under which funds are received from the State/Central Government, at a given point of time.

     
 

eSamadhan (Online Grievances Monitoring System)
   

The General Public can enter the grievances on the web based application http://admis.hp.nic.in/esamdhan. This is the online grievance monitoring system developed for effective monitoring & disposal of grievances of the peoples of Himachal Pradesh. This software helps the Grievances Cell in handling the voluminous number of grievances received from individuals who come to Deputy Commissioner for the redressal of their grievances or submit there grievances through this website. It helps in keeping a track of any grievance received and further references received for it and speedy redressal by efficiently monitoring the status of grievances received. The complainant can also file the grievances from eSamadhan Counters available at DC Office and all the three SDM Offices.

     
  PMIS (eService Book) Personnel Management Information System
   

The PMIS (eService Book) is a web based application where the Service book of all the Regular Employees of all the Departments is maintained. It covers the detail of the employee eg ( Joining, Promotions, Leave details etc.). WebPass Application
   

Passport Application acceptance System is a window based software to be used at District Collection Centre for accepting Passport Applications forms. The passport data generated through this software is sent/uploaded on the passport office Shimla for the further processing. 

     
  Vahan and Sarthi
   

Vahan is a workflow based application being used for issuance of Registration Certificates and Permits for Vehicles whereas Sarthi is used for issuance of all types of Licenses related to Learners, Conductors and Drivers. These applications are running at all eGovernance Centers (SUGAM) of the respective three SDM offices (Kalpa, Pooh and Nichar)  in the District Kinnaur.

Inner line Permits application is running at eGovernance Centre, DC office Kinnaur at Reckong Peo. Permits is compulsory for the foreigners visiting Kinnaur.

     
TREASURY DEPARTMENT
 

HPOLTIS (Himachal Pradesh Online Treasury Information System)
   

This software has been implemented in the District Treasury Office Kinnaur and all the Sub-treasury Nichar, Sangla, Moorang and Pooh of District Kinnaur. The bills are presented in the treasury at token section, where computerised token no. is assigned to every bills or challan. Then the bill is referred to the bill passing section. On feeding, token no. in the computer in bill passing section, all the information are displayed. Subsequently bill is passed or objected by the DTO/TO. The accounts of sub-treasury are being uploaded in the District Treasury accounts directly on porting the accounts of the sub-treasury. Further the accounts of District treasury are being sent to Accountant General Office through soft copy as well as the physical vouchers and reports. This software has improved the overall working of the treasury and the budget of all the departments is being controlled at the treasury level.

 

 

HPPDIS (Himachal Pradesh Pension Disbursment Information System)
   

This software has been implemented in the District Treasury Office Kinnaur for the disbursement of the pension to the pensioners. This software has made possible to get the pension scrolls generated at the end of the month. The bank wise scrolls are given to all the banks and the respective bank credit the pension in the accounts of the pension holders. The Web portal reflects the details of the pensions credited.

     
 

eSalary
   

This software has been implemented in the District Treasury Office Kinnaur to generate the salary scrolls of all the employees in the district of various departments. District Treasury is responsible for generating employee wise salary scroll of each DDO. One consolidated cheque is handed over to DDO to be payable at bank branch at the end of every month. All the schedules to be enclosed with the bills are generated at the treasury. Only one salary bill, per scheme per DDO is generated. The details given in the Pay bill register of the DDO are supplied to the DDO. At present the officials of the treasury are responsible for the input of the monthly changes in the database. When the HIM SWAN connectivity is available for all the DDOs, the DDOs would be able to make the monthly changes.

     
REVENUE DEPARTMENT
 

Himbhoomi
   

Various documents maintained by the Revenue Authorities in Himachal Pradesh as Land Records are as follows: SHAJRA NASB, is a pedigree table showing succession to Ownership rights occurring from time to time in an estate, prepared at the time of settlement. JAMABANDI, gives information of total holding of each owner of land in a particular revenue estate. It also indicates cultivator, rent & revenue and other cesses payable on land and an up-to-date record of various rights in land. A new Jamabandi is written every five years. MUTATION REGISTER, keeps records of the sales, purchases, lease, change in title etc. of land and are incorporated in the Jamabandi when it is rewritten after 5 years. KHASRA GIRDAWARI, is a register of harvest inspections. The patwari conducts field to field harvest inspection every six months i.e. in October and March. He records the facts regarding crops grown, soil conservation, cultivation and capacity of the cultivator. This register is considered important as it acts a master file for the preparation of various agricultural returns and forecasts.
The software known as Himbhoomi starts from the Shajra Nasb data entry, where each individual is assigned a unique code. Then the Jamabandi details are stored against each individual. Similarly when an individual concerned does any transaction then his/her detail is updated automatically with the help of mutation module. The modus operandi of data entry is that only one master Jamabandi (applicable at that time) is entered and then after wards only the changes are entered through the mutation module.
This software is the only one of its kind, which not only computerizes the above mentioned Land Records documents but includes information related to Minor Irrigation, Agriculture Statistics, Land Reforms etc. also, and generates the computerised five-yearly Next Jamabandi Record automatically after incorporating the Mutations.
The system is helping the Department in streamlining the Land Records maintenance with greater accuracy and reliability, and providing other related MIS reports very easily in comparison to the manual system of doing so. The general public are getting nakals of jamabandi, shajra nasb etc through this software by paying the nominal charges. Now, they are no more required to look for the patwaris to get the nakals.
The Land Record (Himbhoomi) Computer Centres have been established in all the six tehsils of District Kinnaur. In these centres application is running online and the Nakal (Records of Rights) is easily available to the public.

     
 

Directory of Location Codes
   

The Computerisation of the Population Census-1991 for Himachal Pradesh was done by the NIC Himachal Pradesh State Centre. The Village database created in the process takes into the account only the Development related Structure i.e. it provides only District Code, Tehsil Code and Block Code, against each Village Code. Other Development and Revenue Locational Codes, which are also required against a Village for various purposes, are the Division Code, Sub-Division Code, Constituency Code, Panchayat Code, Patwar Circle Code, Kanungo Circle Code, Mauza etc. Also, the boundary of a Census Village is not sometime coterminous with its Revenue counterpart i.e. one census village may comprise of more than one revenue village, or vice-versa.
Therefore, a software has been develop  to expand the Census Village Directory to incorporate additional Locational Codes, and also to take care of one (census)-to-many (revenue) villages relationship. Further, the reorganization of the locational structure, taking place from time to time, is also taken care of. The Department of Land Records also prints District-wise Village Directory, in which all the locational codes against a village are also given. In order to help them in printing this directory, the information is updated during the year and at a particular point of time the directory is printed giving complete details and summary statistics.
In this software, information is being regularly updated. The locational codes generated in this software are being utilized in the Land Records Management Information System. The Location Directory printed with the help of this software has become an instant hit, as all the Departments, Ministries and other Offices are finding it to be very useful for various purposes.

     
     
 

ePraman

   

ePraman is implemented in six Tehsils/ Sub Tehsila (Kalpa, Nichar, Sangla, Moorang, Pooh & Yangthang) and SDM Offices (Kalpa, Nichar and Pooh) of District Kinnaur. This software is used for the issuance of all types of certificates ( e.g. Bonafied Himachali certificate, income certificate, agriculture certificate, sc/st certificate etc.) issued by the Executive Megistratre.

     
 

Minor Irrigation Census

   

NIC Centre at the Ministry of Water Resources prepared common software for all the States for computerising the Minor Irrigation Census 1993-94. However, due to some peculiar conditions, this software was modified a bit locally to suit the needs of Himachal Pradesh. Then the data entry work from the data collected by the Revenue department was started at the NIC District Centre, by the departmental staff itself.
Information like the origin of the source, its length, area covered and ownership etc. were fed against each source, along with other details, for around 20000 villages in the State. Once fed and validated, various MIS reports were printed and given to the department along with the data on media, which in turn was sent to the Ministry for further utilization in sanctioning the schemes for developing irrigation sources.

     
 SOCIAL & WELFARE DEPARTMENT
 

eKalyan

   

District Welfare Office has one of the main responsibilities of disbursing the Welfare Pensions to Widows, Old Aged, Handicapped, and Lepers. The requests from eligible pensioners are received in the DWO offices through the Tehsil Welfare Officers. The Money Orders are sent quarterly to all the pensioners, which on average are around 3500 in the district (total about 1,57,000 in the whole State). Preparation of MOs. for these many pensioners manually is a very laborious and time-consuming activity. The purpose of the application is to maintain the Pensioners details and generating the MOs. for dispatch, Quarterly. The acknowledgements are also recorded and monitored subsequently. The monitoring of returned and not received money orders is also done effectively. The financial statements required to be prepared for the money disbursed or returned etc. are also generated in the system. It also generates various other MIS reports required by the higher authorities from time to time.
It has proved to be of immense use to the staff in the District Welfare Office by way of eliminating their drudgery involved in preparing the M.Os. And keeping track of their acknowledgements etc. The accounts preparation work has also become easy and accurate. Not only the Welfare Department, the computerisation has benefited the Department of Posts also, in efficiently dealing with the so much bulk of M.Os., and delivering them to the dire needy pensioners in time.

     
 

ePehchan

   

ePehchan software is implemented in the District Welfare Office for issuance of the Disability and Senior Citizen identity cards. It also keep their records and generate the various types of reports.

NREGA Soft

   

NREGA soft (National Rural Employment Guarantee Act software) the offline/online software has been implemented in DRDA Kinnaur, All 3 Blocks of Kinnaur District and 65 Panchayats and all the villages of District Kinnaur. This software is used for the registration, issuing job cards, demands of works, works entries, muster rolls, fund transfer and all types of required reports under NREGA Project. The main objectives of this software are transparency in the whole, single window interface for all the stake holders of NREGA, track transfer of funds to various implementing agency, track the pattern of demand for work for future planning, prepare inventory of works/assets created under NREGA for future planning, decide when & how much fund to replenish in which account, highlight the irregularities, alerts to various stakeholders and make various registers, muster rolls, documents available to public.

This web based application is used for monthly data entry of all the commodity's sale and allocation at Fair Price shops, monthly ration cards/ population covered by the FPS and  weekly Market Rates of the district. The general public can use this website to know the market rates of various items, to know the procedures how to make/renew the ration cards, fair price shop license, trade article license and how to registered the complaints, various schemes for the poor, to find the gas/petrol dealer and download the various food & civil supplies forms.

Election Data Transmission during Elections
   

The NIC H.P. State Unit has been carrying out the Counting Results data transmission from NIC State/District Centres to NIC Headquarters Control Room, during the Assembly/Parliamentary Elections held in 1991, 1993, 1996, 1998, 1999, 2003, 2004, 2007 and 2009.

During the Assembly and Lok Sabha Elections respectively in 2007 and 2009, NIC Kinnaur transmitted data / trends / results directly to Doordarshan through Internet via web based interface. This was a paid projects and NIC officers completed this job successfully by setting up the necessary hardware, dial up connectivity at the Counting Centres.

     
  DISE-Election Randomization SW
   

DISE is a software developed by NIC Punjab for automating the deployment of polling personnel, micro-observers, EVMs and counting staff. It helps the administration in formation of polling parties for Parliamentary/Assembly Elections as per guidelines issued by the ECI for selection of the staff. The software follows three stages of randomization concept of ECI and works in accordance with all the guidelines issued by ECI. During the Assembly and Lok Sabha Elections respectively in 2007 and 2009, NIC Kinnaur used this application for the randomization of f polling personnel, micro-observers, EVMs and counting staff.

EEMS is implemented in the District Employment Exchange Kinnaur and Sub-Employment Exchanges at Kalpa, Nichar and Pooh. This software is used for computerization of the Employment exchanges. It is used for the fresh registration of the candidates,  renewal of registration, vacancy bookings etc. and provides the various reports & registers required.

Video Conferencing
   

Video Conferencing is a conference between individuals present at geographically remote locations. It means that people can meet and share information virtually from any where, by using video conferencing equipment and communicate over any network available with them. There are 2 modes in which VC can be done viz. point-to-point in which 2 remote locations confer with each other and multi-point in which more than two locations can confer with each other. This can be  used in conducting meetings and interactions between colleagues. The NIC Centre provides Video Conferencing services from it’s VC studio located in the Deputy Commissioner’s Office.
